The recession currently facing Canadians has impacted the day-to-day operations of employers and employees throughout the Printing and Graphic Communications industry. The uncertainty of the market requires employers and employees to continuously adapt to the ever shifting needs of their consumers and the marketplace.
In view of the economic crisis, CPSIC is gathering ‘on the ground’ human resources intelligence for the printing and graphic communications sector. CPISC engages with selected employers quarterly in a very brief survey pertaining to hiring, lay-offs, and investment in training.
The results gathered through the HR trends survey provide ‘real time’ information on the human resource issues impacting the printing and graphic communications industry, further allowing those in the sector to be in a better position to anticipate upcoming changes.
Access to up to date ground-level intelligence will allow CPISC to assist decision makers and governments to affect public policy in matters such as EI, training and other government assistance initiatives to further support the industry in achieving economic recovery.

March 2011 Trends
Hiring and Recalls
This month, none of the employers surveyed anticipate their hirings and recalls to increase, a small number (10%) respondents expect them to decrease (16%). The majority of employers (90%) anticipate that their hiring and recalls will remain static over the next month.
Layoffs
Employers, for the most part, do not expect lay-offs to decrease over the next month with 90 percent of employers reporting their lay-offs will remain static. 10 percent of employers from the printing and graphic communications industry anticipate their lay-offs will increase over the next month.
Planned Investment in Training
No respondents will spend more on training in the next month, 20 percent anticipate they will be investing less on training over the next month, than they did in the same month in 2010.
The majority of respondents (70%) report their training budgets to be on par with the amounts allocated to training in the previous year.
This trend is consistent with the findings collected in April 2010—in which the majority of respondents (88%) noted their training budgets had not been increased from the amount allotted in 2009.
Current Challenges & their HR Implications
Uncertainty in sales is creating instability in the daily workflow, making it difficult for employers in the printing and graphic communications industry to plan and organize their human resources, in both the short and long term future. The limited availability of seasoned and experienced staff is again indicated by respondents as a key challenge they are facing.
